Downtown Window Art: Call for Proposals

Mosaic Lowell in collaboration with the City of Lowell invites artists and organizations to submit qualifications to be considered for a commission to paint a window in an unoccupied commercial space downtown in advance of Folk Festival weekend.

We anticipate up to 25 windows to be available for images and will select local artists to fill the space available. Total commission is $500, including cost of materials.

GENERAL INFORMATION:

Submitted concepts should reflect the spirit of Lowell – the diversity of people, food, and festivities. The selection committee is particularly interested in out of the box concepts that are celebratory in nature. While this project will be completed in time for Folk Festival weekend, images do not need to be specific to the festival as some will remain up for several weeks.

Most images will be painted from the inside and should be completed with tempera paint, window markers, and/or Line Flow ink. Please note that due to access issues, some windows will be painted on the exterior, in which case acrylic paint is recommended. We cannot guarantee or promise whether an artist will be selected to paint on the interior or exterior.

Experience with reverse painting will be helpful but not required. Artist may be responsible for cleaning the painting surface but will not be responsible for removal. Mosaic Lowell will provide a small sign for the corner of the window indicating information about the project, including artist’s name.

Art will be temporary and will remain up for at least several weeks. Please note that some may need to be removed sooner than others per landlord request and/or if space becomes occupied.

DETAILS:

  • Preference will be given to Lowell-practicing artists. In the case of organizational applications, only organizations or schools serving Lowell residents are eligible.
  • Contracts will be executed by the City of Lowell. (to view the contract, click here)
  • Site Dimensions: Exact window sizes vary, but image sizes should range from 16-30 square feet. Images do not have to be covering the entirety of the assigned window but should be impactful.
  • Artwork cannot feature any commercial, political, sexually explicit, or religious content and should be appropriate for viewers of all ages.
  • Proposals will be reviewed by a volunteer committee that includes representatives from downtown businesses, artists, and residents.
  • The budget for this project is $500 per window, including materials.
  • Artists under the age of 18 are eligible to apply. If selected, artist must have a parent or guardian who is willing to execute the contract and a responsible adult to supervise installation.

LOCATION

Locations are still being finalized, but we anticipate will include storefronts on Merrimack, Market, Middle Streets, and/or other locations downtown.

  • Deadline for submissions: Monday, June 5, 2023

  • Project must be completed by: Tuesday, July 25, 2023

  • Name and contact information—phone number, email, address (home or studio), and links to online presence (website, Instagram, and/or Facebook)
  • Sketch of proposed design and a description of how your proposed design celebrates Lowell.
